National Consultant/Communications expert to support the Ministry of Agriculture and Food Industry of the Republic of Moldova in developing and implementing communication strategies and information programs

Project name:  Transitional Capacity Support for the Public Administration of Moldova
Period of assignment/services:  12 months


Transitional Capacity Support project was designed upon the request of the Government of Moldova to enhance the capacities of the Moldovan ministries and other national level institutions in order to accelerate the reform processes in the context of Moldova’s EU integration agenda, as described in the Governmental Programme „European Integration: Freedom, Democracy, Welfare”, and other country’s strategic documents as is the „National Development Strategy” and, in the future period „Moldova 2020”. The project seeks to address urgent short-term capacity needs of the public administration at a time when Moldovan central government institutions face serious gaps in terms of capabilities, financial and human resources, while important processes, prompted by the negotiation of the new Association Agreement with the EU and other on-going reforms, require strong and prompt inputs on behalf of Moldovan administration.

One way to achieve TCS objectives lies in the hiring of national short or medium-term consultants, to support the implementation of some specific reform tasks. The Moldovan diaspora and the local non-governmental sector, including the private and civil society sectors, are seen as the main source for such consultants.

The Government Program “European Integration: Freedom, Democracy and Welfare" (2011-2014) envisages that the reform of the public institutions, in line with EU standards and requirements, represents a top priority for the country. MAFI has initiated the process of modernization and adjustment, with a high emphasis on introducing new ways of interacting with the public authorities and civil society, in order to improve transparency of the decision making process and the quality of public services. Through the herein assignment the MAFI has requested the support of an experienced national communication expert, to assist the Ministry with the elaboration and implementation of a medium term Communication Strategy and an Action Plan.

Tasks and Responsibilities

The scope of the activity of the National Consultant will consist in providing technical assistance, guidance and day-to-day transfer of knowledge to the MAFI staff, in order to modernize and strengthen its communication skills, tools and systems, in line with international best practices. The consultant will also assist in developing a better public relations system of the MAFI, based on sustainable cooperation and partnerships with the civil society, the private sector, local authorities, international and donor community, and other social partners and beneficiary groups.

In order to achieve the stated objectives, the National Consultant will have the following responsibilities:

  • Undertaking a baseline diagnosis of the skills, methods, and systems in place in the MAFI in the area of communication and public relations and, further on, contributing to the development and implementation of a mid-term Communication Strategy and Action Plan;
  • Elaborating and introducing of a communication guide and a practical toolkit of communication methods and techniques, in line with the principles of good governance, accountability and transparency, including media monitoring sheets, press releases, scripts for press conferences, briefing templates and other relevant tools;  
  • Providing guidance to the communication specialists and to other staff of the MAFI in testing and applying new communication tools, in particular with regard to the process of consulting civil society and other external stakeholders on MAFI’s on-going and planned activities, at both national and local levels;  
  • Supporting the development of collaboration agreements with key partners of the MAFI, including civil society, local authorities and international partners from the country and abroad, in order to ensure collaboration, consultation and sharing of lessons learned;
  • Ensuring day-to-day transfer of experience and capacity building of the MAFI staff in the planning and organization of communications and public relations; 
  • Developing monthly progress reports on the performed activities;
  • Perform any other related activities which may emerge during the course of time.

Qualifications and Skills required

Academic Qualifications:

  • University degree in communications, journalism, public relations or other relevant fields; 
  • Years of experience:
  • Relevant professional experience, ex. with the Government institutions and in the area of communication, public consultation and public relations;


  • Knowledge in drafting medium-term strategies and action plans in the area of communication, public consultation and public relations, including monitoring and evaluation tools;
  • Ability to develop close working relationships with government officials, press secretaries, NGOs, the media and donor representatives; 
  • Competencies in co-coordinating and organizing national and local level communication events;
  • Ability to design and deliver presentations and training programs;
  • Demonstrated skills in knowledge transfer techniques, such as coaching and mentoring;
  • Demonstrated skills in the elaboration of user-friendly communication templates and other written guidance;
  • Excellent writing and presentational skills;
  • Fluency in Romanian and English / Russian;
  • Computer proficiency, including knowledge of MS Office products (Word, Excel, Power Point).
